Located in Baotu Spring Park, it is the top of the 72 famous springs in Jinan. Three columns of water spray out of the spring, hence the name of "Baotu Soaring". Emperor Qianlong (reign 1736 - 1795) of the Qing Dynasty conferred to it the title "First Spring Under Heaven".
